You're exactly right Allan. In Planescape, the factols are the leaders of the factions. (should those be capitalized? uhhh I dunno). Darius is the leader of the Signers, I think.
edit - I'm guessing Anthony got it for his new campaign which seems more mesoamerican-themed, the look would probably fit in perfectly there...
